When you select a fps of 30 in vidblaster, is that just shorthand for 29.97 or is it really 30 fps.

It's 30. But there's a lot of auto adjusting going round. I.e. the camera may not do 30 fps but 29.97 (or even something entirely different, or like some webcams even variable). Then if you are streaming or recording, the next best actually supported or applicable frame rate is chosen. So setting the frame rate is more like an overall "suggestion".

So if you are using all 29.97 sources from video cameras (mini dv), what does VidBlaster do or use?
