ok here is what is happening. when i switch cameras there is a bit delayed. there is also the sound that it will do this..
if i am talking and i switch to the other camera it sounds like this....

It can mean two things:
1. your PC is too slow, causing a noticable (bit random) delay between the cameras,
2. you use cameras with a different route, ie. one with firewire and one with USB connection. As a result the data arrives at different times. In this case the delay is fixed and you can compensate with the latency settings.

now since there is no detailed instructions in the help file how can i find the right settings? i'm gonna make this sucka work. well i have a 3.4 Ghz HT intel chip so it should be able to do you. hehe i am gonna get a dual core soon. i will try both web cams as well.
Latency is determined experimentally, it depends on various factors outside VidBlaster. But in your case speed may very well be an issue, I would not use more than one camera with an HT. If you are going to buy a new PC, get a Core 2 Quad. If you keep it clean, it will easily handle 3 cameras.

i have another system that has a pentium -D would that handle it better then the HT chip?
It is difficult to say as it depends on so many things, your camera and drivers for starters. But if one of the cameras is a camcorder (basically something with proper resolution, ie. not a webcam), I highly recommend using at least Core 2 Duo. As I said, you're safe with Core 2 Quad. Stick to one camera for anything under Core 2 Duo.
