well when i play the powered by vidblaster it is loud. so i turn down the audio level and it is the same level as before.....

You mean playback? You need to turn down the sound on your speakers.

nope. when i open the program i click on the powered by video and it blast it so i used the slider to lower it with no results.

Yes, that's playback. Turn down your speakers if you think it's too loud. I assume with slider you mean the volume fader in the Audio module? That's for recording.

so it won't effect that clip only when recording? hmmmmm ok
